MY ENGLISH TRANSLATION: Around the world, no fewer than 700 insurers and reinsurers have gone into run-off since
the late 1970s, with a few eventually having to be declared insolvent. This has resulted in a considerable increase
in the number of insurance and reinsurance contracts which are now in run-off. In the last four years, the total
amount of business being run off has risen from around $220 billion to over $400 billion, of which some 30 percent
is reinsurance.
GERMAN ORIGINAL TEXT: International gesehen sind seit den späten 70er Jahren nicht weniger als 700 Versicherungs-
und Rückversicherungsgesellschaften in den sogenannten „Run-Off“ versetzt worden, einige mußten anschließend
Konkurs anmelden. Dies hat zu einer bemerkenswerten Größenordnung an gekündigten Versicherungs- bzw.
Rückversicherungsverträgen geführt, welche sich in Abwicklung befinden. So ist weltweit der abzuwickelnde Bestand
in den vergangenen vier Jahren von ca. 220 Milliarden US$ auf über 400 Milliarden US$ anwachsen, wobei davon etwa
30 % auf das Rückversicherungsgeschäft entfallen.

MY ENGLISH TRANSLATION: BRUSSELS - The EU health insurance card is a done deal. At their end of March spring EU
summit in Brussels, government leaders and heads of state gave the European Parliament and Commission the job of
ensuring that a European wide card is introduced by summer 2004.
German Chancellor Gerhard Schröder already had a prototype card in his hand at the opening of the Cebit computer
trade fair. From 2004, the EU health insurance card should be available to all 370 million EU citizens. After the
decision made in the summit's closing statement, the 15 member states gave the green light for an EU wide health
card. Initially, the proposed health insurance card will, from June 1 2004, replace the E111 health insurance form
for short visits abroad. At a later stage, all students, employees and pensioners will be guaranteed reimbursement
of any medical expenses during longer stays abroad by their home health insurance fund. This will spare doctors the
lengthy process of calculating and claiming back funds.
GERMAN ORIGINAL TEXT: BRÜSSEL - Die Europäische Krankenversicherungskarte ist beschlossene Sache. Die Staats- und
Regierungschefs erteilten bei ihrem EU-Frühjahrsgipfel in Brüssel Ende März an Rat und Europäische Kommission den
Auftrag, alle erforderlichen Beschlüsse zu erfassen, damit ab Sommer 2004 eine entsprechende EU-weite Karte im
Einsatz ist.
Der deutsche Bundeskanzler Gerhard Schröder hatte bei der Eröffnung der Computermesse CeBIT einen Prototyp bereits
in den Fingern. Ab 2004 sollen sie auch alle 370 Millionen EU-Bürger in die Hand bekommen. Die
EU-Krankenversicherungskarte. Nach dem in den Abschlußerklärungen des Gipfels gefaßten Beschluß erteilten die 15
grünes Licht für eine EU-weite health card. Demnach wird die geplante Krankenversicherungskarte ab dem 1. Juni 2004
zunächst das E 111-Krankenversicherungsformular für vorübergehende Auslandsaufenthalte ersetzen. In weiteren
Schritten soll auch für länger währende EU-Auslandsaufenhalte allen Studenten, Arbeitnehmern und Rentnern
Kostenerstattung von der heimischen Krankenkasse gesichert werden. Ärzten bleibt in Zukunft dann ein langwieriges
Abrechnungs- und Erstattungsverfahren erspart.
EXTRACT FROM A FRENCH TO ENGLISH TRANSLATION FOR HOSPITAL MAGAZINE
MY ENGLISH TRANSLATION: In hospital, bed is not always the safest place to be. This lesson is already well
understood in Anglo-Saxon countries, which are multiplying their efforts to try to make hospital beds safer,
particularly those which are electrically operated or have guard rails. These are the cause of dozens of accidents
every year, some fatal. In the United States between 1995 and 1999, the Food and Drug Administration (FDA) listed
371 accidents where patients were trapped or strangled in beds with guard rails. Of these victims, 228 died, 87
were injured and 56 were rescued unharmed thanks to nursing staff. Aware of this problem, France is now looking
into the risk within its own borders. Our country has certainly not been spared from this type of accident.
According to Agence française de sécurité sanitaire (Afssaps), 301 accidents were reported between 1996 and 2000,
of which 31 were fatal.
FRENCH ORIGINAL TEXT: A l’hôpital, le lit n’est pas toujours le lieu où l’on est le plus en sécurité. Cette leçon
est déjà bien connue des pays anglo-saxons, qui multiplient les actions pour tenter de sécuriser les lits
d’hôpitaux et notamment ceux à commande électrique et à barrières, à l’origine de dizaine d’accidents chaque année,
dont certains sont parfois mortels. Ainsi, aux Etats-Unis, entre 1995 et 1999, la Food and Drug Administration
(FDA) a recensé 371 accidents de patients coincés ou étranglés dans des lits à barrières. Parmi ces victimes, 228
sont décédées, 87 ont été blessées et 56 ont pu sortir indemnes de cette péripétie grâce à une infirmière. Toujours
alerte, la France vient, quant à elle, de se pencher sur la question. Notre pays n’a pour autant jamais été épargné
par ce type d’incident. Ainsi, selon l’Agence française de sécurité sanitaire, 301 accidents ont été recensés en
France entre 1996 et 2000, dont 31 décès.
